Is the "Summary of Legislative Analyst's Estimate of Net State and Local Government Fiscal Impact:" part of the "Official Summary?" I'm presuming so but it's not completely clear. And who prepares this official summary? What I'm really getting at is, whose financial analysts made those claims? I'm not disputing them or even suggesting they might be biased, I just think it would be nice to have more attribution/explanation. (I'd do it myself but I have no knowledge whatsoever about it.)
